UNESCO’s Internal Oversight Service (IOS) contracted Cathexis Consulting to carry out an evaluation of UNESCO’s recruitment policies and practices. The overall purpose of the evaluation, as stated in the Terms of Reference, was to identify the strengths and weaknesses of the current recruitment policy and practice by assessing the extent to which the objectives of UNESCO’s recruitment policies have been met since its introduction in 2003.
